In 20\/4mm terms, 20mm is how thick the whole panel is and 4mm is the depth of real oak on its face. 4mm of real oak is a generous figure for engineered flooring and allows for future refinishing. Engineering the board this way keeps it flatter and more stable than a solid block of the same size.
