The 18\/3mm figures describe two parts of the same block: 18mm is the full thickness, and 3mm of that is the real oak top layer you see and walk on. 3mm of real oak gives you the grain and feel of timber, with scope for a careful professional sand later on. Engineering the board this way keeps it flatter and more stable than a solid block of the same size.
